i have 2 of the 45 watt kits and i am having some trouble. the first one i set up and tested the out put of each panel which on an overcast day was reading around 16-17 v open circuit. when i attach the leads to the charge controller the voltage drops to 3.9v! i called the tech support and they said to return it. i did and the new one does the same! should the volt drop be so great? . In the sun with no battery the voltage constantly changes ! help
